Sheriff addresses parish’s illegal prescription drug problem
(published October 7, 2009)

Sheriff James Kelly addressed Catahoula's drug problem and asked for help from
the public in a recent letter. Kelly wrote:
Over the past several months, our community has experienced the heartbreaking,
unnecessary and untimely deaths of some of our citizens. Some of these losses
can be directly attributed to the abuse or misuse of prescription drugs. This
is a pain no family should have to go through, yet it is the reality all across
our nation. My heart truly goes out to the families of these lost ones, and no
one can understand their hurt unless they have experienced it.
Through hard work and dedication, your Sheriff's Office has made numerous
arrests on some of our parish's biggest crystal meth and marijuana dealers.
Individuals that we have on the street as "confidential informants" tell us it
has become much more difficult to buy some of these drugs. We have worked hard
to get to this point and have worked in cooperation with agencies such as the
Jonesville, Harrisonburg, and Sicily Island Police Departments, Louisiana State
Police, U.S. Marshals Service, LaSalle and Concordia Parish Sheriff's Offices,
Louisiana Probation and Parole, as well as others.
The biggest drug challenge facing our parish as well as the entire country today
is the misuse an abuse of prescription drugs. These drugs can be legally
obtained, but then illegally sold or abused. When confronting someone we susect
is selling these drugs illegally, they often produce their prescription.
Consequently, law enforcement has to take different approaches than when
investigating cases involving drugs such as crystal meth or marijuana. This is
being done, and just in 2009 alone, as of this writing (October 1, 2009), 94
people have been booked into the Catahoula Parish Jail on drug charges. This
number does not include those arrests that were drug related, but no drugs were
directly involved, such as someone arrested for theft because they were
stealing so they could buy drugs.
We will continue to work hard to fight this cancer which tears at the fabric of
our families and communities.. However, law enforcement needs the help of the
people of Catahoula Parish. Your Sheriff's Office, unlike a police department,
which has a relatively small area to patrol, has over 700 square miles of
territory to cover, with limited personnel. We need your eyes and ears. If you
see suspicious activity that appears
to involve drugs, call the Sheriff's Office (744-5411) or your local police
department. This is not just a law enforcement problem, and it has to be
addressed by families, churches, community organizers, schools, and individuals
who care about our families, our communities, and our country. Together we can
defeat this demon, and the Catahoula Parish Sheriff's Office is committed to
that goal.

Monday Troopers arrested a LaSalle Parish Correctional Officer at his residence.
Law Enforcement continues to make progress in our campaign labeled Operation “Child Watch”. Louisiana State Police Bureau of Investigations/Alexandria Field Office and
LaSalle Parish Sheriff
’s Office executed a search warrant around 9:00 am at the residence of Johnny
Jones Jr. (W/M 28 yrs) of 425 Carpenter Street, Jena, LA.
Due to evidence obtained during an investigation, it was determined that child
pornography was being downloaded at this residence.
“It’s always a sad day when you discover someone on our side of the badge has
violated the trust of the people and dishonored the very oath we've sworn to
uphold, but this should prove to the public that we, in Law Enforcement, police
our own,
” said Sheriff Scott Franklin. “I stand behind the Louisiana State Police in this investigation and will
cooperate in any way to insure they have all the evidence they need to ensure a
conviction.
”
Jones Jr. was booked into the LaSalle Parish Sheriff’s Office Jail and charged with Pornography Involving Juveniles (LRS 14:81.1).
