Jury discusses making repairs to Means Lake Road (published July 29, 2009)
|

|
The Catahoula Parish Police Jury decided to move ahead with acquiring the
property owned by Darryl Black that is needed for restoring the Means Lake
Road.
Juror Billy Fletcher noted the Means Lake Road is in bad shape, at one point
caving into the Ouachita River, and the way the jury has been proposing to fix
the road is going to cost so much money, they will not be able to do it. He
recommended that the jury appropriate just enough of the land on the front
needed to move the road over since Black is not interested in selling it to
them.
Black had stated in an earlier meeting that the land is in the CRP program and
he didn
’t want to give up any more of it to the police jury.
Jury president Libby Ford asked legal counsel Chris Boothe from the DA’s office how they go about this process. Boothe said the jury needed to make the
decision, and the DA
’s office will file the legal proceedings.
Mrs. Ford, Fletcher, and John Bass, the road supervisor, will go and look at the
area to determine how much land is necessary and then address the issue at the
next meeting.
The jurors all commented that they hated to take the man’s land, but they had to do it. Mrs. Ford noted that they would pay Black for the
land, and Boothe confirmed that is how it would be handled.
In other business, the jury appointed Wayne Spence as director of the Catahoula
Parish Library System as recommended by the Library Board of Control. Mrs. Lou
Meyers recently retired as director.
Jurors also appointed Mary Bert Arnold to the Library Board to replace Renae
Kelly and appointed Janis Aplin to replace J. H. Terry.
The jury addressed the Peck Station situation with Mrs. Ford explaining that
Sheriff James Kelly asked for the jury to discuss the matter. Kelly told her
that there was always something going on when the establishment was open and
deputies were constantly called to the premises.
The jury voted to revoke the license of Peck Station.
Before the meeting adjourned, Mrs. Ford announced that cake and cold drinks
would be served after the meeting as a farewell party for TeRan Book, long-time
maintenance barn secretary who resigned at the previous meeting. Mrs. Ford told
Mrs. Book how much the jury appreciated her years of service and all wished her
well.
